Following the opening of the Canal of Vridi in July 1950, the of Port of Abidjan was officially created by Decree N° 62-86/TP of November 10, 1950 on the organization and functioning of its departments as of January 1, 1951.
Administrative and legal organization
The Port of Abidjan operated as a Maritime Special Service under the Department of Public works. From 1960, the Port underwent a series of reforms moved by the constant search for competitiveness and effectiveness.
Law N° 60-85 of February 10, 1960 then establishes the Port of Abidjan as a public institution endowed with legal personality.
On 1 January 1971, the Port of Abidjan acquired its autonomy (from the Directorate-General of public works of which it depended) by Finance Act No. 70-726 of December 31, 1970, which turns it into a Public institution with an industrial and commercial focus (EPIC) endowed with legal personality and financial autonomy. Thus came to birth the Port Autonome d' Abidjan (PAA) placed under the financial supervision of the Ministry of Economy and Finance and under the administrative supervision of the Ministry of Public Works and Transport.
In 1974, the PAA is placed under the supervision of three (03) Ministries:
Ministry of Economy and Finance: financial supervision
Ministry of Works and Transport: technical supervision of infrastructure works;
Ministry of the Navy: technical supervision for management and operation.
In 1992, Decree N° 92-940 of December 23, 1992, transforms the PAA into a State Company, under the technical and administrative supervision of the Ministry of Merchant Shipping and under the economic and financial supervision of the Ministry of Economy and Finances.
In 2001, Decree N° 2001-143 of March 14, 2001 on the approval of the Articles of incorporation of the PAA and on the Reclassification of concession facilities , the share capital of the PAA amounted to 16.000.000 000 F CFA fully paid up by the State of Côte d’Ivoire. The PAA is placed under the technical supervision and under the administrative supervision of the Ministry In charge of the Economic Infrastructures and under the economic and financial supervision of the Minister for the Economy and Finances.
From 1960 to 1973, the PAA functioned with a Board of Directors, a Managing Director and a Deputy Director.
In 1974, the PAA is administered by a Board of Directors, a Standing Committee, a governing committee and a Managing Director.
From 1980 to 1992, the PAA worked without a Board of Directors.
In 1992 the PAA was managed by a Chief Executive Officer and a Managing Director.
In 1994, for the sake of an increased discipline in the management of the PAA, the position of Chief Executive was deleted. To replace it , a Chairman of the Board of Directors, a Managing Director and two Deputy Managing Directors were appointed.
Mission of the Abidjan Port Authority
To create a conducive environment and the best possible conditions for the activities of the various players and economic operators of the harbour chain of passage of ships and goods. The following actions are envisaged:
Planning, coordination and administrative regulation of activities;
Safety of people and goods inside the administrative zone of the Port;
Acquisition of equipment ;
