Hien yacouba sié: a strategic vision serving the transformation of the abidjan port
Appointed in December 2010 by the President of the Republic, His Excellency Alassane OUATTARA, Mr. Hien Yacouba SIÉ officially took office as Managing Director of the Abidjan Port Authority in April 2011. Since taking office, he has led the institution with a vision firmly focused on modernization, performance, and the international influence of the Abidjan Port, through the implementation of reforms and structuring projects.
Retrospective of the actions of a great builder
When he took office at the head of the Abidjan Port Authority in 2011, the situation of the port platform was alarming. Traffic was declining, financial balances were fragile, infrastructures were showing their limits in the face of international maritime trade standards, and the confidence of economic partners had eroded. The Abidjan port tool appeared to be losing momentum.
Faced with this situation, the Managing Director immediately embarked on a profound transformation. Driven by a clear vision and a strong capacity for action, he set a strategic priority: to sustainably restore the Abidjan Port and reposition it as a reference logistics hub in West Africa.
This ambition materialized through the implementation of a strategy structured around four major axes aimed at modernizing infrastructures, strengthening operational performance, restoring partners’ confidence, and supporting the competitiveness of the national and sub-regional economy.
The first strategic axis focuses on upgrading and strengthening existing infrastructures, as well as developing new facilities better adapted to current needs and requirements.
The second axis aims at reconquering and consolidating the position of the Abidjan Port as the main transshipment and transit port on the West African Coast.
The third axis concerns strengthening quality management, while the fourth is based on a rigorous approach to compliance with security and environmental requirements.
On the infrastructure level, the program began with a priority phase dedicated to the rehabilitation of existing facilities, which had become obsolete and insufficiently aligned with international standards. This stage enabled a rapid revival of port activities and encouraged the gradual return of traffic to levels comparable to those observed before the crisis.
Leadership aligned with national priorities defined by the Head of State, H.E. Alassane OUATTARA
The accession to power of H.E. Alassane OUATTARA marked a decisive turning point for Côte d’Ivoire. Under his leadership, a vast program for the modernization of strategic infrastructures was launched, with priority given to key sectors such as transport, logistics and foreign trade.
It was within this favorable context that the Abidjan Port underwent a remarkable transformation.
Mr. Hien Yacouba SIÉ, an accomplished engineer, was able to align himself with this presidential vision with loyalty, competence and efficiency.
With the support of the Government, whose development plans (2012–2015 and 2016–2020) grant an important place to the transport sector, several projects aimed at building new infrastructures were initiated by the General Management of the Abidjan Port Authority in order to address identified shortcomings.
The first project launched was the construction of a jetty at the Fishing Terminal. It was inaugurated and put into operation in September 2015.
Subsequently, another priority project in the strategy led by Hien SIÉ was the widening and deepening of the Vridi Canal. This infrastructure, inaugurated in 2019, now allows the easy reception of vessels with a draft of 16 meters without limitation of length.
Another strategic project successfully carried out was the Second Container Terminal of the Abidjan Port, the flagship of the port’s infrastructures. It is labeled a “Green Terminal.”
This major project, operational since December 2022, has considerably increased container handling capacity and attracted new international shipping lines. With record productivity and state-of-the-art equipment, this terminal strengthens the competitiveness of the Abidjan Port compared to major African platforms.
A new modern Ro-Ro terminal was also built and commissioned in 2018. This terminal will ultimately be able to handle 70,000 vehicles per year, making the Abidjan Port a major vehicle transshipment hub.
The bulk terminal quay walls were reinforced in 2017, enabling them to receive ships carrying 50,000 tonnes, compared to 30,000 tonnes previously.
Regarding the optimization of the port domain through the creation of additional land by reclaiming the lagoon bay, a first phase of 40 hectares has already been completed. This project aims to increase the storage capacity of the Abidjan Port while enabling the installation of new industrial units.
Finally, a Grain terminal was inaugurated on May 30, 2023. This infrastructure enables the Abidjan Port to become the main hub for the redistribution of cereals imported in large quantities each year by countries of the sub-region to meet the consumption needs of their populations.
This vast development program of the Abidjan Port earned Mr. Hien SIÉ, its true architect, elevation to the rank of Commander in the National Order, on February 21, 2019.
A dynamic of continuous growth
These projects are not simply infrastructures; they form the foundation of continuous growth. Thanks to them, the Abidjan Port has experienced spectacular growth in traffic, strengthening its position as a national economic driver.
The efforts undertaken led to a steady growth in total cargo traffic, which reached 40.1 million tonnes in 2024, representing an increase of 15.6% compared to 2023. Container traffic, thanks to the performance of the second container terminal, exceeded the threshold of one million containers within two years, reaching 1.6 million TEUs with 532,470 containers transshipped.
Bold reforms for a profound transformation
Modernizing infrastructures is certainly the core of the policy implemented by the head of the Abidjan Port Authority. However, in order to develop the port, he also relies on other reforms that are just as important.
From a financial perspective, one of the essential aspects of Mr. SIÉ’s management has been his commitment to good governance. In 2011, it was necessary to restore the company’s financial health. To achieve this, internal control was strengthened, unproductive expenditures were reduced or eliminated, and revenues were increased. The results were immediate. From 2013 onwards, turnover recorded significant and continuous growth.
The financial rating agency Bloomfield Investment Corporation, mandated by the General Management, acknowledged the results of these reforms as early as March 2013. It awarded the Abidjan Port Authority a “BBB-” long-term rating and a “B” short-term rating with a positive outlook.
Twelve years later, in 2025, the agency awarded the PAA an “AA” long-term rating and an “A1” short-term rating, with stable outlooks for the period from September 2025 to August 2026.
This rating provides Mr. Hien Yacouba SIÉ and his team with strong arguments to access financial markets in order to raise funds necessary for investments in the development of the Abidjan Port.
Regarding safety and security, another major challenge was security.
Although certified since 2004 under the ISPS Code, significant investments were required to better meet international requirements.
This objective was achieved. Measures implemented by the Port Authority have made safety and security a reality at the Abidjan Port. These actions led the U.S. Coast Guard to place the Abidjan Port back on the white list of safe ports in the Port Security Advisory.
The Managing Director also wanted the quality of services provided to ships and cargo to comply with international standards. He therefore mobilized company staff to work towards this objective.
The Port Authority also implemented other important reforms, including the continuous improvement of service quality through certification to ISO 9001:2015 Quality Management, ISO 14001:2015 Environmental Management, compliance with the ISPS Code, and certification to ISO 27001:2022, the international standard for information security management systems.
Recognized results and well-deserved distinctions
The numerous achievements carried out under the leadership of Mr. Hien Yacouba SIÉ have been widely recognized both nationally and internationally. The Abidjan Port Authority has received several distinctions highlighting its performance, efficiency, competitiveness, and commitment to good governance.
Thus, the Abidjan Port Authority has obtained:
- The National Award of Excellence for Best Contribution to the Promotion of the Transport Sector, received from the President of the Republic, H.E. Alassane OUATTARA, on September 5, 2023, during the National Excellence Day;
- The 2024 Award for Economic and Financial Performance in the Commercial Sector, granted on October 2, 2024, by the Ivorian Minister of State Assets, State Portfolio and Public Enterprises, Mr. Moussa SANOGO;
- The Excellence Award for Best Construction Project of the Year, awarded by the Project Management Institute Côte d’Ivoire on November 30, 2024.
Three major distinctions were also received during the 2024 African Ports Awards in Conakry:
- Best Traffic Performance Award – 2023 Import/Export;
- Best 2023 Container Traffic Award (TEU);
- Best Transit Traffic Award (Sub-regional Economic Integration).
The Abidjan Port Authority also received two distinctions during the 45th Council of the Port Management Association of West and Central Africa (PMAWCA) held in Pointe-Noire, Congo:
- Best 2024 Import Traffic Performance Award (Volume), excluding transshipment and transit;
- Best 2024 Transit Traffic Award.
These distinctions confirm the positioning of the Abidjan Port among the most efficient logistics platforms on the African continent and highlight the strategic role it plays in sub-regional economic integration.
A key player in Port cooperation
Aware that the development of a port cannot occur in isolation, Mr. Hien SIÉ has also worked to strengthen port cooperation at regional and international levels. Under his leadership, the Abidjan Port Authority has multiplied strategic partnerships with other ports, specialized institutions, and major stakeholders in the logistics chain. This commitment was marked by a renewed dynamism in cooperation activities with the election of the Managing Director of the Abidjan Port Authority as Vice-President for the Africa–Europe Region of the International Association of Ports and Harbors (IAPH) in June 2015 in Hamburg, Germany.
Mr. Hien Yacouba SIÉ was also appointed President of the Port Management Association of West and Central Africa (PMAWCA) in May 2013 in Conakry, Guinea, during its 36th Annual Council.
Today, in 2025, the Abidjan Port stands as one of the most efficient and innovative ports on Africa’s Atlantic coast. The figures speak for themselves: traffic constantly increasing, revenue growth, improved competitiveness, and both national and international recognition.
Through his leadership, his sense of anticipation, and his commitment to the general interest, the Managing Director General of the Abidjan Port Authority has written one of the most remarkable chapters in the history of the Abidjan Port. He has restored hope to an entire ecosystem and elevated the Abidjan Port to the rank of national pride.
The celebration of the 75th anniversary of the Abidjan Port, held on September 11 and 12, 2025, under the High Patronage of the President of the Republic, H.E. Alassane OUATTARA, crowned these remarkable achievements. This historic event brought together stakeholders of the maritime sector, international partners, and public authorities, illustrating the strategic role of the Abidjan Port in the economic development of Côte d’Ivoire.
The festivities also provided an opportunity to reaffirm the shared commitment to pursue reforms and write new ambitious chapters for the future.
