Following the opening of the Vridi Canal in July 1950, the Port of Abidjan was officially created by Order No. 62-86 / TP of November 10, 1950, organizing and operating its services from January 1st 1951.
Administrative and legal organization
the Port of Abidjan operated as a Special Maritime Service under the General Directorate of Public Works. From 1960, it underwent a series of reforms motivated by the constant search for competitiveness and efficiency.
Legal evolution
Law No. 60-85 of February 10, 1960 erected the Port of Abidjan as a public establishment with legal personality. On January 1st, 1971, the Port of Abidjan acquired its autonomy (compared to the General Directorate of Public Works on which it depended) by the Finance Law N ° 70-726 of December 31st, 1970 which made it a Public Establishment of an Industrial character and Commercial (EPIC) with legal personality and financial autonomy. Thus was born the Autonomous Port of Abidjan (PAA) placed under the financial supervision of the Ministry of Economy and Finance and under the administrative supervision of the Ministry of Public Works and Transport.In 1974, the PAA was placed under the supervision of three (03) Ministries
- Ministry of Economy and Finance: financial supervision
- Ministry of Works and Transport: technical supervision of infrastructure works;
- Ministry of the Navy: technical supervision for management and operation.
In 1992, Decree No. 92-940 of December 23, 1992, transformed the PAA into a State Corporation, placed under the technical and administrative supervision of the Ministry in charge of the Merchant Marine and under the economic and financial supervision of the Ministry in charge of the 'Economy and Finance.
In 2001, the Decree N ° 2001-143 of March 14, 2001 approving the Statutes of the PAA and Reclassification of the fixed assets conceded, the capital of the PAA is of 16 000 000 000 F CFA entirely released and held by the State of Cote d 'Ivory. The PAA is under the technical and administrative supervision of the Ministry of Economic Infrastructure and under the economic and financial supervision of the Minister of Economy and Finance.
Legal evolution
From 1960 to 1973, the PAA operates with a Board of Directors, a Director and a Deputy Director. In 1974, the administration of the PAA is ensured by a Board of Directors, a Standing Committee, a Management Committee and a Director General. From 1980 to 1992, the PAA will operate without a Board of Directors.
SINCE 1992
In 1992 the management of the PAA is ensured by a Chief Executive Officer and a General Manager. In 1994, for the sake of a great rigor in the management of the PAA, the position of President and CEO was abolished.
