Born on May 26, 1964, in Adiaké, Hien Yacouba SIÉ is a Civil Engineer, graduated from the National School of Public Works (ENSTP) of Yamoussoukro, now integrated into the Félix Houphouët-Boigny National Polytechnic Institute (INP-HB). He began his career in 1992 at FRANZETTI-CI, where he worked on sanitation projects for the city of Abidjan (sea outfall, pumping stations, grit chambers, oil separators, and installation of pipelines with diameters of 1800 and 1200 mm) as Head of the Design Office and Works Manager.

In 1994, he joined the Abidjan Port Authority as Head of the Oceanographic Studies and Port Infrastructure Division. He was later promoted to Head of the Technical Studies Department (1997) and then Technical Director (2000). In 2006, he was appointed Technical Advisor to the Managing Director, in charge of Risk Prevention.

In December 2010, he was appointed Managing Director of the Abidjan Port Authority and officially took office in April 2011.

Since then, he has embodied the renewal of the Abidjan Port through the implementation of major modernization projects that have repositioned it as a major hub port on the Atlantic coast of Africa.

He has also served as:

  • Vice-President for the Africa–Europe Region of the International Association of Ports and Harbors (IAPH) (2013–2017)
  • President of the Port Management Association of West and Central Africa (PMAWCA) (2015–2017)

He is also:

  • President of the Abidjan Port Community
  • Statutory member of the International Association of Cities and Ports (AIVP)
  • Statutory member of the International Cargo Handling Coordination Association (ICHCA).

On the political level, he is:

  • Member of Parliament for the constituency of Adiaké, Assinie-Mafia and Etuéboué
  • Mayor of Adiaké
  • First Vice-President of the Union of Cities and Municipalities of Côte d’Ivoire (UVICOCI)
  • Deputy Executive Secretary of RHDP, responsible for organization and monitoring the life of the party.

Among his distinctions, Mr. Hien Yacouba SIÉ received the Best Executive of the Abidjan Port Authority Award in 1997 and 1999.

He is Commander of the National Order of Côte d’Ivoire, Commander of the National Order of Solidarity Merit, Commander of the Order of Merit of National Education, and Officer of the Commercial and Industrial Merit Order.
