END OF THE 11TH EDITION OF THE POLLUMAR PLAN AT THE ABIDJAN PORT: A SUCCESSFUL OUTCOME
From June 10 to 13, 2025, the Abidjan Port hosted the 11th edition of the annual Pollumar Plan drill, under the theme: “Level 2 response to accidental oil pollution in port areas.” This national full-scale simulation aimed to test the responsiveness, coordination, and operational capacity of relevant stakeholders in the event of a marine pollution incident.
The official opening ceremony took place on Tuesday, June 10, 2025, at the headquarters of the Abidjan Port Authority, in the presence of Mr. Hien Yacouba SIÉ, Managing Director of the Abidjan Port Authority, and Mr. Parfait KOUADIO, Chief of Staff at the Ministry of Environment, Sustainable Development and Ecological Transition, representing Minister Jacques Assahoré KONAN. The latter praised the commitment of the Abidjan Port and all participating institutions, especially the Ivorian Anti-Pollution Center (CIAPOL), for the regular organization of this now essential exercise.
Over four days, participants attended theoretical training sessions on marine pollution response tools and procedures, followed by a practical phase. On Friday, June 13, a full-scale simulation was held in the Vridi Canal, simulating an accidental oil spill from a vessel.
This final phase was conducted in the presence of the Minister of Environment, Sustainable Development and Ecological Transition, Mr. Jacques Assahoré KONAN, accompanied by the Port Commander, Colonel COFFI Yao Emmanuel, representing the Managing Director of the Abidjan Port. The Minister symbolically activated the Pollumar Plan, officially launching the coordinated response by technical teams.
The drill validated the effectiveness of current protocols and strengthened synergy among the various stakeholders. It also highlighted the national system’s ability to anticipate and respond to marine pollution incidents.
The 2025 edition of the Pollumar Plan fits into the broader framework of strengthening national capacities for marine pollution preparedness and response. It reaffirms the Abidjan Port’s commitment to supporting the State in the sustainable protection of the marine and lagoon environment.
